CONSULTANT – CAMPAIGN FINANCE & REGULATION SPECIALIST

Location: Colombo, Sri Lanka  

A lot of money is spent during every election in Sri Lanka by candidates, parties and supporters for the campaigns. The lack of regulations and monitoring mechanisms have challenged the level play field during elections for decades. However, Sri Lanka introduced the “Regulation of Election Expenditure Act, No. 03 of 2023” to regulate the expenditure incurred by political parties, independent groups and candidates. 

Hashtag Generation, as part of the ‘Chanda Salli Meter’ initiative will be monitoring and analysing selected expenses of candidates on the online space. These include promoted content on Meta platforms as well as published advertisements on popular social media pages, channels and profiles. Hashtag Generation is seeking a candidate with strong analytical skills and expert technical knowledge on campaign expenditure and election regulations.

Key Responsibilities:

  • Project Implementation: Determine the scope of the online campaign expenditure monitoring mission in consultation with the Head of Programmes and other partners organisations. 
  • Methodology Design: Develop a methodology to monitor and measure campaign expenditure online during the 2024 Parliamentary Elections. 
  • Data Collection and Analysis: Work in collaboration with a team of social media analysts at Hashtag Generation to capture  real-time campaign expenditure data and conduct qualitative and quantitative analysis on trends, compliance, and potential impacts on civic engagement.
  • Partner Liaison: Work closely with partner organisations and contribute to the Chanda Salli Meter initiative. 
  • Report Development: Develop a comprehensive study on campaign expenditure and campaign finance regulations after the Parliamentary Election and derive concrete recommendations on election law, improvements in monitoring mechanisms, and guidelines to political actors and election regulatory bodies. 

Essential Qualifications & Skills:

  • Education: Bachelor’s degree in communication, law, journalism, social science, or related field. 
  • Professional Qualification: Minimum of 05 years of experience in the non-governmental/development sector. 
  • Technical Skills: A strong understanding of electoral law and campaign finance law. Knowledge of technology platforms and the Sri Lankan digital landscape is a must. Knowledge on monetization tools and Ad Library are an advantage. 
  • Research and Analysis: Experience in research and methodology design, data collection and analysis, and report writing. 
  • Communication Skills: Proficiency in written and spoken English is a must.
  • People and Partner Management: Ability to collaborate and work closely with diverse teams and strategic partners.
