FINANCE MANAGER (PROGRAMMES)

Location: Colombo, Sri Lanka

Hashtag Generation, a dynamic non-profit organization based in Colombo, is looking for an experienced Finance Manager (Programmes) to lead and manage our financial operations related to programme delivery. This position focuses on donor reporting, ensuring compliance with grant requirements, and financial oversight of projects that contribute to our mission of promoting civic engagement, digital rights, and fundamental freedoms.

As part of the programmes team, you will work closely with our project leads, donors, and the finance team to ensure effective financial management and compliance.

Key Responsibilities:

  • Donor Reporting: Lead the financial reporting process for all donor-funded projects. Prepare timely and accurate financial reports to meet donor requirements, ensuring compliance with grant agreements.
  • Grant Management: Monitor the financial performance of programmes by reviewing expenditure against budgets, identifying variances, and providing solutions to ensure programmes stay on track.
  • Budgeting & Forecasting: Develop and maintain programme budgets in collaboration with the programmes and finance teams. Ensure accurate forecasting and analysis to support project decision-making.
  • Compliance & Audit: Ensure financial and regulatory compliance with donor requirements, tax laws, and accounting standards. Prepare for and manage project-specific audits, working closely with internal and external auditors.
  • Financial Systems & Controls: Oversee programme-related financial records, transactions, and payroll processing. Ensure systems and processes meet donor and organizational standards for transparency and accountability.
  • Collaboration: Work with programme leads to provide financial insights and guidance, helping shape the financial aspects of project proposals and strategic decisions.

Essential Qualifications & Skills:

  • Experience: At least 5 years of relevant finance experience, with at least 2 years managing donor-funded projects in the non-profit sector. Demonstrable experience in grant reporting and financial management is essential.
  • Expertise: Strong understanding of donor funding mechanisms, financial planning, and monitoring of programme finances. Proven ability to present complex financial information to stakeholders.
  • Skills: Excellent attention to detail, problem-solving skills, and adaptability in a fast-paced environment. Strong communication and leadership skills, with the ability to collaborate across teams.
  • Language: Proficiency in written and spoken English. Fluency in Sinhala and/or Tamil is a strong advantage.
