Hashtag Generation is a non-profit organization committed to promoting civic engagement, digital rights, and fundamental freedoms. As a key leader in the organization, the Head of Programmes will drive the strategic vision and ensure that programmes align with the organizational mission and objectives.
The Head of Programmes is responsible for the overall planning, development, management, and evaluation of Hashtag Generation’s programmes. This includes leading program teams, ensuring effective and timely delivery of projects, and fostering collaboration with key partners, including civil society organizations, think tanks and donors.
Key Responsibilities:
Program Management
- Design, plan, and manage the implementation of all programmes, ensuring they align with the organization’s goals.
- Develop program strategies, work plans, budgets, and proposals in collaboration with the team and the Board of Directors.
- Ensure that program milestones and deliverables are met within agreed scope, timelines and budgets, utilizing project detailed implementation plan dashboards.
- Implement systems for monitoring, evaluating, and improving the effectiveness and impact of programmes, utilizing data-driven insights for program improvements, and innovations.
- Lead the development of new programmes and initiatives, leveraging insights from program evaluations and stakeholder feedback.
Team Leadership and Management
- Lead, manage, and mentor program teams to ensure high performance and collaboration.
- Conduct performance evaluations, identify training needs, and provide professional development opportunities.
- Manage recruitment, onboarding, and training of new team members.
- Foster a positive and productive working culture within the program teams.
Stakeholder Engagement and Advocacy
- Build and maintain relationships with key stakeholders, including donors, partners, and policymakers.
- Engage in advocacy efforts, influencing policy advocacy to promote digital rights, civic engagement, and gender justice.
- Represent Hashtag Generation at external engagements, fostering relationships with diverse stakeholders, donors, and partners to enhance the organization’s visibility and impact.
Monitoring and Evaluation
- Develop and oversee the implementation of monitoring and evaluation frameworks for all programmes.
- Regularly report on program progress, impact, and lessons learned to the Board of Directors, donors, and board.
- Use M&E data to inform strategic decisions and program improvements.
Financial Management
- Manage program budgets with the finance team, ensuring alignment with approved budgets, cost-efficiency, and optimal resource use.
- Closely monitor project spending rates, ensuring expenditures stay within allocated limits and timelines.
- Ensure all program expenditures follow donor guidelines and internal financial policies.
- Identify financial risks early, take corrective actions, and mitigate any risks related to project implementation.
- Prepare and submit accurate financial reports to donors, Board of Directors, and internal stakeholders on time.
- Implement strategies to reduce unnecessary costs and improve the efficient use of resources across all programmes.
- Ensure financial and legal compliance in consultation with the finance teams and Board of Directors.
Fundraising and Resource Mobilization
- Lead the fundraising team to identify funding opportunities and develop grant applications.
- Ensure timely and accurate reporting to donors and other stakeholders on program performance and impact.
- Actively engage with donors to sustain and grow funding streams for Hashtag Generation’s programmes.
Qualifications:
- Bachelor’s or Master’s degree in a relevant field (social sciences, international development, law, or related disciplines).
- 8-10 years of program management experience, with at least 2 years in a leadership role in the non-profit sector.
- Proven track record in managing large-scale programmes, including design, implementation, monitoring, and evaluation.
- Strong leadership, team management, and organizational skills.
- Experience in advocacy, stakeholder engagement, and donor management.
- Excellent written and oral communication skills, with fluency in English.
- Knowledge of digital rights, civic engagement, and/or gender justice is an advantage.
